This is the key point for the UK as well. Due to the current "efficiencies" at many universities, research is being pushed more and more into the background and academics end up working more hours to write the grants, papers, etc but the Unis take the part of the credit when its successful
What's baffling about how underfunded services are that help faculty get grants is that we bring money into the univ. They care about that overhead. But not enough, I guess, to fund the grant workers because they know faculty are workaholics & will just work more hours if we have less support.
