Indeed, by its promotion of urban sprawl, the road would likely create even higher congestion levels within four to five years of completion."

This is what it feels like for cyclists using cycle infrastructure in many parts of the UK (certainly in my area - East Dunbartonshire). A short section here, a small bit there. Completely unconnected. Takes you nowhere. Surrounded by roads that feel hostile. This is why more people don't cycle.
