The WNBA cloaked the rejection of a potential Hartford/Boston move for the Sun under the guise of "well Houston applied for an expansion team and you didn't", specious at best. They conspicuously ignored the Deep South in last summer's expansions for obv reasons, so this is a workaround for them.
