Correction: These fireworks were the property of Heritage Canada, not the City of Ottawa. The decision to set them off was made by feds (in conjunction with Bluesfest, apparently), not the city. The decision not to inform/warn the citizens of Ottawa was 100% made by City of Ottawa staff, though.
