The Navy Yard is a nonprofit that operates the industrial complex on behalf of New York City. Its board members are appointed by the mayor, currently Zohran Mamdani.

Easy Aerial produces autonomous surveillance drone systems used by U.S. federal agencies and by the Israeli military in operations in Gaza. The company has supplied tethered surveillance drone systems to the Israeli military, including the Falcon V3.0 platform. A co-founder confirmed its systems were used for border monitoring prior to October 7, 2023 and were immediately deployed in Gaza following October 7.

Supporters of the non-renewal note that surveillance and tactical drones supplied to Israeli forces have been used to indiscriminately murder Palestinian civilians in lethal strikes in densely populated civilian areas. Rights groups have documented how drone platforms more broadly have been used for targeting, strike coordination, and nonstop surveillance in the territory Israel illegally occupies.
