We do not apply this reasoning - that you are responsible when your enemy in a war decides to kill civilians (which is not just some, but most of the deaths totaled here) - to any other war. People have agency and are responsible for their choices, including groups and countries other than the USA.

The person took the whole route of the Southwest Chief, so Illinois through the midwest, then across S. Colorado, New Mexico, and Arizona before LA. Then up the coast, and back across on California Zephyr.
