An ICE agent shot Wilber Rafael Garces Perez, 28, of Venezuela, who has a valid work permit and entered the U.S. legally. His attorney said he was doing a DoorDash delivery when he was shot. DHS officials said that his condition has stabilized, before suggesting that they are seeking to deport him.
