as i read the code, it seems to say 'it's just sex at birth', so in that case trans men use the women's but people won't want to do that, & would in practice get challenged for doing that, so it's *functionally* a ban on going out for trans & gender non-conforming people

Yeah, this is sadly common in nominal allyship without feminist analysis or deconstruction of misogyny itself. Sometimes they can undo the 'trans' part of their transmisogyny - by accepting their attraction - but they stop there. It's the most common presentation of trans-inclusivity from men.
