This is completely outrageous and disgusting. This must immediately be blocked by Congress and Trump should be impeached for this. The US is now funding Putin’s war machine as he murders civilians including children. We are lost as a country.

FTR, I don't think Elon Musk should be allowed to have hordes of babies, either; the race or nation of origin doesn't matter. At some point, the sheer number of children a parent has can become pathological, and, I would also argue, is abusive by definition.
I guess this is just sort of the logical endpoint of this administration’s commitment to fulfilling their supporters’s desire to vicariously consume violence done to other people.
