A few days after the team presented their Brown findings, in a May 2 meeting with Ms. Van Erem and other DOJ assignees, Shieh reported that Harvard was not cooperating with witness interviews for the HHS investigation. The assignees pointed out that Harvard likely wouldn’t cooperate with witness interviews because the federal government pulled funding before the investigation was conducted.69 Ms. Van Erem suggested sending Brown a closure letter reflecting the team’s conclusion that there were no Title VI violations at Brown, noting such action might restore credibility to the investigations. Shieh conveyed the higher ups would never accept that result because “everything is sequenced.”70 Ms. Van Erem understood this comment to again reflect that the investigations and Title VI enforcement actions were not proceeding according to standards and regulations but instead were coordinated by the “higher ups” based on political, not legal, strategy.

RESULT: Miami voters decided to move their local elections (e.g. mayor) to even years. The idea of this reform (which many cities have done over the last decade, e.g. LA, SF, Boulder...) is to boost turnout significantly for local races. (This won't go into effect until 2034.)
