In 2025, the Trump administration froze or ended about 5,300 NIH and NSF research grants totaling over $5 billion in unspent funds, a decision that reshaped many fields of science.

A key lesson of the past year is that whatever is written down and passed into law will require continued vigilance to ensure that what is appropriated is spent in the manner, means, and time expected by the American people.

This proposed budget as a statement of what the R&D landscape should look like is positive for science, economic activity, and oversight, especially in light of 2025 disruption of the basic operation of America's R&D. Next: will this become law and will the law be enforced?

Impoundment: "[S]hall not be subject to reductions or reprogramming without prior approval of the Committees." In case of planned RIFs: "[S]hall notify the Committees by letter no later than 45 days in advance." Of course Committees could approve on both counts... (more on that in a moment)
