Note that he doesn't say, "You're making a fortune", which is exactly what he would say if the government was running a surplus. But he means "we", meaning him and his cronies, because they are grifting billions. While we are left holding the bag.

Last year, Uber CEO Dara Khosrowshahi made $35M — 360 times his median employee's pay — and announced a $20B stock buyback program to further enrich shareholders and himself. Textbook corporate greed.
