Children known to social care services are being subjected to multiple meetings and plans without clear accountability for their safety, according to new guidance from the Youth Endowment Fund. “For children experiencing harm outside the home, the system can feel fragmented and confusing at exactly the moment they need stability and protection. Too often, they are passed between services without anyone clearly accountable for their safety.”

The reforms place a particular emphasis on reducing the use of custodial remand for children awaiting trial or sentencing, backed by £5 million to develop community alternatives. One such alternative has emerged from new research by Manchester Metropolitan University, which found that instead of being placed in a typical custodial setting, children could be remanded into local authority accommodation – resulting in sharp decreases in custodial remand, while generating savings of more than £3 million.
