Thai Government's Official Reception of
Senior General Min Aung Hlaing, Leader of Myanmar's Military Coup

In light of the official visit to Thailand by Senior General Min Aung Hlaing, leader of Myanmar's
military coup, scheduled for 6-7 August 2026, the undersigned student associations and organizations from
3 Universities, representing a total of 19 associations and organizations, hereby express our opposition to the
decision of the Thai Government and the Prime Minister to officially welcome Senior General Min Aung Hlaing, the
former Commander-in-Chief of the Myanmar Armed Forces, who overthrew Myanmar's democratically elected
government in the 2021 military coup.
As students, we believe that Senior General Min Aung Hlaing bears primary responsibility for the
violent conflict that has persisted in Myanmar since 2021.

This conflict has deprived countless Myanmar students
of their educational opportunities. Officially receiving such an individual, therefore, risks contributing to the
continued destruction of the future of Myanmar's youth.
Furthermore, the military regime led by this individual has maintained its power through violence
over the past several years, resulting in numerous domestic crises. These include widespread violations of
fundamental human rights and threats to public safety, forcing many Myanmar citizens to flee their country. Serious
concerns have also been raised regarding the recent election process in Myanmar. Beyond its domestic
consequences, the military coup has generated significant cross-border challenges, including the refugee crisis,
instability in border communities, disruptions to cross-border trade, regional security concerns, and transboundary
environmental issues, such as toxic contamination in the Kok River, which has also affected Thailand.
For these reasons, the Thai government's decision to officially receive this individual or strengthen
diplomatic relations with a regime whose legitimacy remains widely contested by the international community
cannot contribute to lasting stability between the two countries or provide meaningful solutions to these
challenges. On the contrary, such actions risk conferring legitimacy upon a regime that has become a source of
both domestic and international crises.
If the Thai government is genuinely committed to addressing the regional challenges shared by
both the peoples of Thailand and Myanmar, and sincerely seeks to promote the shared development of the two
countries, Thailand-as Myanmar's neighbor and a member of ASEAN--should pursue policies that prioritize peace

in Myanmar based on respect for human rights, the protection of civilians, and the meaningful participation of all
stakeholders in Myanmar, rather than policies that may indirectly support individuals accused of war crimes.
A foreign policy that prioritizes short-term economic or political interests while disregarding human
rights, the rule of law, and the will of the people of Myanmar is not a path toward sustainable peace or long-term
development.
Therefore, the undersigned student associations and organizations of 3 Universities call upon the
Royal Thai Government and the Prime Minister to refrain from taking any action that would support or legitimize
the regime of Senior General Min Aung Hlaing, Instead, Thailand should utilize international platforms to advocate
for an end to violence against civilians, promote inclusive dialogue among all parties, and work toward achieving
lasting peace in Myanmar--for the benefit of both the Thai and Myanmar peoples.

พวกเราขอคัดค้านการเดินทางเยือนประเทศไทยของ มิน อ่อง หล่าย ในวันที่ 6-7 สิงหาคม พ.ศ. 2569 เพื่อกระชับความร่วมมือและหารือปัญหาแนวชายแดน เนื่องจาก มิน อ่อง หล่าย คือ ผู้นำรัฐบาลทหารเมียนมา ผู้ซึ่งการดำรงอยู่ของระบอบได้แลกมาด้วยความรุนแรงต่อประชาชน การละเมิดสิทธิมนุษยชนอย่างเป็นระบบ และอาชญากรรมสงครามที่ยังคงคร่าชีวิตผู้คนอย่างต่อเนื่อง
ตลอดหลายปีที่ผ่านมา วิกฤตในเมียนมาไม่ได้เป็นเพียงปัญหาภายในประเทศ หากแต่ส่งผลกระทบต่อผู้คนทั่วทั้งภูมิภาค ทั้งการพลัดถิ่นของผู้ลี้ภัย การสูญเสียชีวิตและวิถีชีวิตของผู้คนนับล้าน ความไม่มั่นคงบริเวณชายแดน การค้ามนุษย์ และผลกระทบต่อประชาชนทั้งในประเทศเมียนมาและประเทศไทย
การมอบความชอบธรรมหรือผลประโยชน์ให้รัฐบาลทหารเมียนมา ไม่ได้ทำให้ภูมิภาคสงบสุข หากกลับยิ่งยืดเยื้อความรุนแรง หล่อเลี้ยงสงคราม และทำให้ประชาชนต้องเผชิญความทุกข์ทรมานต่อไป ความมั่นคงที่แท้จริงของประเทศไทยและภูมิภาค ไม่อาจเกิดขึ้นได้จากการสนับสนุนรัฐบาลที่ใช้ความรุนแรงกับประชาชนของตนเอง แต่ต้องตั้งอยู่บนสันติภาพ ความยุติธรรม และการเคารพศักดิ์ศรีความเป็นมนุษย์
พวกเราจึงเรียกร้องให้รัฐบาลไทย
- หยุดส่งผ่านรายได้และผลประโยชน์ให้รัฐบาลทหารเมียนมา พร้อมทบทวนความร่วมมือและข้อตกลงที่เอื้อประโยชน์หรือสร้างความชอบธรรมให้รัฐบาลทหารเมียนมา
- รับฟังข้อเรียกร้องของแรงงานเมียนมาในประเทศไทย โดยอำนวยความสะดวกและผ่อนปรนข้อกำหนดเพื่อป้องกันการหลุดจากระบบของแรงงานที่ถูกกฎหมาย และไม่ผลักภาระให้แรงงานต้องพึ่งพาระบบที่สร้างรายได้แก่รัฐบาลทหารเมียนมา
- สนับสนุนความช่วยเหลือด้านมนุษยธรรมที่เป็นอิสระ โดยผลักดันให้ความช่วยเหลือจากนานาชาติสามารถเข้าถึงประชาชนในเมียนมาได้โดยตรง โดยไม่ต้องผ่านรัฐบาลทหารเมียนมา
- ปฏิเสธการสร้างความชอบธรรมให้รัฐบาลทหารเมียนมาและผู้นำที่ไม่ได้มาจากเสียงของประชาชน การเลือกตั้งภายใต้การควบคุมของกองทัพ ซึ่งมีการจำกัดการแข่งขันทางการเมือง ปราบปรามผู้เห็นต่าง และไม่ครอบคลุมพื้นที่ทั่วประเทศ ไม่อาจถือเป็นกระบวนการประชาธิปไตยที่แท้จริง
- คัดค้านการคืนบทบาทหรือสร้างความชอบธรรมให้รัฐบาลทหารเมียนมาในอาเซียน จนกว่ารัฐบาลของเมียนมาจะยุติความรุนแรงต่อประชาชน และเดินหน้าสู่การฟื้นฟูระบอบประชาธิปไตยอย่างแท้จริง

เราขอเรียกร้องให้อาเซียนดำเนินบทบาทที่จริงจังในการยุติความรุนแรง และยืนหยัดต่อหลักการที่ว่า การยึดอำนาจด้วยกำลังและการใช้ความรุนแรงต่อประชาชนไม่ควรได้รับการยอมรับหรือสร้างความชอบธรรมผ่านเวทีระหว่างประเทศ

ท้ายที่สุด วิกฤตเมียนมาไม่ใช่เพียงปัญหาของประเทศเพื่อนบ้าน แต่เป็นปัญหาของภูมิภาคทั้งหมด ต้นตอของวิกฤตคือรัฐบาลทหารที่เลือกทำสงครามกับประชาชนของตนเอง พร้อมทั้งมิน อ่อง หล่ายได้ถูกกล่าวหาและยื่นหมายจับในเวทีระหว่างประเทศแล้วว่ามีส่วนรับผิดชอบต่ออาชญากรรมสงครามและอาชญากรรมต่อมนุษยชาติ
ประเทศไทยไม่ควรดำเนินนโยบายที่สร้างประโยชน์ต่อรัฐบาลทหารเมียนมา หรือถูกมองว่าเลือกยืนอยู่ข้างผู้ก่อความรุนแรงต่อประชาชนและอาชญากรรมสงคราม การสร้างสันติภาพที่ยั่งยืนต้องเริ่มจากการไม่มอบความชอบธรรมแก่ผู้ละเมิดสิทธิมนุษยชน และยืนหยัดเคียงข้างประชาชนผู้ได้รับผลกระทบจากสงคราม
เพราะความมั่นคงของประชาชนไทย ไม่อาจแยกขาดจากความปลอดภัยของประชาชนเมียนมา
