Investigators detail moments before crash
According to the affidavit, Benfield was traveling in the outside lane behind another vehicle.

Investigators said the vehicle in front of Benfield moved from the outside lane into the inside lane. The affidavit alleges Benfield then failed to observe the group of cyclists traveling ahead of him in the outside lane.

Investigators wrote that Benfield was traveling at a distance or in a manner that did not allow him enough time or distance to perceive and react to the cyclists.

The affidavit also states investigators found no physical evidence indicating Benfield applied the brakes or took evasive action before the collision.

Investigators said Benfield continued forward and struck the group of cyclists.

Affidavit mentions reported marijuana odor
The affidavit also states that before Bowen arrived at the scene, other law enforcement officers reported detecting the odor of marijuana coming from Benfield's vehicle.

The affidavit does not state that marijuana was found in the vehicle, does not state that Benfield was impaired at the time of the crash and does not include results of any drug or alcohol testing.

According to the affidavit, investigators allege Benfield's failure to observe the cyclists, maintain sufficient following distance and control his vehicle to safely react to roadway conditions amounted to reckless conduct.

The affidavit states investigators believe Benfield operated the vehicle with reckless disregard for the safety of others, creating what investigators described as a substantial and unjustifiable risk of death or serious bodily injury.

Court documents show Benfield's bond was set at $150,000.
