I've been looking at the WPS report for 2025... The number that stood out to me most was the 22 homicides in Winnipeg in 2025 so closely matching the 21 roadway deaths in Winnipeg. Winnipeg saw 3829 violent crimes reported in Winnipeg in 2025. In 2025 Winnipeg had 7375 roadway collision victims.

I propose this... Every year there should be a draw of random names of 7% of all drivers. If your name is drawn you are required to do a road test. If you fail you are automatically registered for driver's ed. At the end of the course you must be retested. If you fail again you are on a learners.
