Je me balade dans une fête foraine avec ma fille sur les épaules, on dépasse un gars qui fait de grosses bulles devant un enfant émerveillé. Ma fille me dit "papa papa je peux éclater la grosse bulle ?" ce à quoi je réponds "la seule bulle qui vaille la peine d'être éclatée c'est celle de l'IA, ma chérie." Whether imposing higher taxes on business owners adversely affects business activity by constraining investment and inducing capitalist flight is a central question in the ongoing debate on how to tax the ultra wealthy. To shed new light, I exploit a series of related Norwegian reforms during 2021-2024 that increased dividend tax rates, removed migration-related capital gains tax loopholes, and nearly doubled the effective marginal tax rate on business wealth. These reforms spurred international debate and, allegedly, an "exodus" of Norwegian billionaires (Financial Times,
2023). While I document clear effects on migration, these responses are concentrated among the top 0.1% of the wealth distribution and mostly confined to 2022 and 2023. My results indicate that at most 100 individuals left due to the reforms. I find no evidence of significant outmigration or reduced inflows of startup founders or inventors. I estimate that absent any outmigration, wealth tax revenues would have increased by 75% from 2021 to 2024. Reform-driven outmigration lowers the revenue gain to 71.5%. My findings further show that outmigrating owners' firms remain economically active and do not reduce investment. In a broader set of analyses, I examine whether business outcomes are affected, regardless of whether owners outmigrate, since firms may reduce investment both due to liquidity constraints or distortions to owners' savings decisions. I compare firms owned by Norwegian individuals subject to the wealth tax with firms owned by foreigners and other tax-exempt entities. By merging historical ownership data from Orbis with the Norwegian shareholder register, I perform these analyses on both Norwegian and foreign-domiciled firms.

Un jour de printemps, une petite fille haute comme 3 pommes jouait avec ses quatre frères dans la steppe Sheik. Az était la petite dernière d’une grande fratrie et n’avait pas toujours la vie facile. Ses histoires, souvent à dormir debout, lui valut le surnom de « petite menteuse ».

Ce qu’ils ne savaient pas, c’est qu’elle ne mentait pas, Az attirait les choses étonnantes : papillons, coccinelles, cétoines se posaient constamment sur elle, les plantes poussaient plus rapidement à son contact, les arbres semblaient se tendre pour la protéger des intempéries, jamais une piqûre d’insecte, jamais une morsure, jamais une éraflure dans les hautes herbes … Des petites choses déroutantes, plus faciles à mettre sur le compte de l’affabulation, que d’y réfléchir vraiment.

Alors qu’elle essayait de se cacher dans un fourré pour échapper à son grand frère Od qui ne cessait de la rabrouer, elle tomba nez à nez avec un arbuste totalement inconnu.
Un tout petit arbuste recouvert de petites cloches colorées. Az fut subjuguée par ces fleurs se balançant au gré du vent. Elle passa un long moment assise à admirer chaque petite clochette qui lui faisait penser à ses poupées. Et puis elle entendit :
— Az ! Où tu es ? On rentre ! Mama nous attend pour le repas, cria un de ses frères.
Az n’avait pas envie de laisser ce joli petit arbre et comme elle avait peur de ne pas réussir à le retrouver, elle demanda :
— Petit arbre, es-tu d’accord pour que je prenne une de tes fleurs ? J'aimerais garder un souvenir de toi.
C’est alors que l’une d’elle se décrocha et s’envola dans la main d'Az. Après avoir remercié l’arbuste comme il se doit, Az glissa la fleur dans sa poche et s’en fut. (...)
