There are a surprising number of people in politics + media who don't understand that nuclear launch authority rests solely with POTUS. Trump doesn't need clearance from Congress or the courts. Even preemptively. All that stands between him and nuclear war are military refusing to follow his orders.

A bill passed the Senate last night 100-0 to fund TSA, the Coast Guard and FEMA. If Speaker Johnson called it for a vote it would pass easily. But he won’t do that. Because Trump has ordered him to keep TSA shut down and keep the chaos. Pure incompetence.
