Really Roughly: 1: Line Art 2: Refining Line art by softening some edges, darkening some more, and highlighting selectively 3: Taking chunks of the image and varying their brightness/hue a bit to create variety 4: Overlay Texture (photo or painted) and make small hand drawn tweaks to satisfaction
There are more less less steps depending on the texture needs, but these are generally the steps I use for most things. You'll even see me use steps 2-5 a lot of photo sampled textures. Heres an example of 2 high res free textures I got and what I turned them into using this process.
