I am in awe. Just got a digital off print from a colleague. The first page has title, author name, and so much footnote (largely acknowledgements) that there is NO body text. Even the abstract is bumped to p.2.

Academic question. This has now happened to me a few times. I referee an article for a journal, and it is not accepted. At some later point a different journal asks me to referee the exact same article. My strong instinct is to decline, though I can't exactly articulate why. Thoughts?
