And of course, users hit brick walls asking the (also automated) appeals system for review.

Illinois statewide sales and use tax rates are 6.25%, with 5 percentage points going into state government General Funds and 1.25 percentage points distributed to local governments. Essentially, IL state gov's main operating accts forego their usual net revenues from these qualifying transactions.
