Yes, insulate, BUT I lived as a child without central heating. It was dreadful. Not just the cold but the house felt damp for many months of the year. Ice inside the windows. Half of the rooms unusable until the weather warmed up. Chilblains!!!!

Probably explains why central government decreased funding to local councils over many years. Deliberate misunderstanding of their role.
