Also worth noting a submission by China 🇨🇳 – which kept fairly quiet last year during US/Saudi opposition to the framework. The submission signals that China is broadly supportive of the net-zero framework and engages specifically on the topic of how to use resources from the new IMO fund.

Mexico 🇲🇽 and Solomon Islands 🇸🇧 say framework "represents a careful balance of interests and is supported by a large and diverse number of member states"

Brazil 🇧🇷 also supports the net-zero framework, which it says is a "sound and realistic pathway": 🚢 "Reopening negotiations" would achieve little 🚢 Stresses that no fuels - including fossil fuels - are excluded 🚢 Says framework is not a "global tax" and includes many options for compliance

In contrast, Fiji 🇫🇯 and other Pacific island states say: 🚢 Current framework is "only politically viable option which could support a timely decarbonisation" 🚢 Will not accept: removal of carbon pricing and IMO fund, weakening compliance or implementation, adopting net-zero framework in phases

UAE 🇦🇪 questions the establishment of a new IMO fund to support shipping decarbonisation, funded via the pricing scheme. Its proposal says that setting up such a fund "should entail" the development of an entirely new, independent "convention/agreement", rather than being part of this framework.

Japan 🇯🇵 has proposed some compromise options to help "move forward", which are: 🚢 Removal of the "global carbon tax" scheme 🚢 "Revising" fuel carbon intensity targets (i.e. making them less ambitious – chart shows one of their proposals for this revision)

The US 🇺🇸 has proposed: 🚢 Any framework must not include carbon taxes or new funds 🚢 Regulations must not disadvantage any fuels, including fossil fuels 🚢 EU ETS for shipping "must be phased out" 🚢 “Most appropriate path forward is to end consideration of the IMO net-zero framework entirely”
