This isn’t even about diplomats — this is about the sons and daughters and wives of Iranian intel officials, generals, and national security officials living in the USA, Canada, Europe. Children of judges! The daughter of the head of the Islamic Republic’s National Security Council lives in USA!
Punishing diplomats is a bit of a rocky road to go down. I know that they represent the regime, but diplomacy is critical, even with bad governments. I think. It's a tough one.

This is a swing of the pendulum too far in the Realist direction. Consistency matters not for persuading China, but for persuading *everyone else*. ie you might get Brazil and Indonesia on board with sanctions on China if they think you're consistently protecting a principle that's in their interest
