Mistakes were made, but since 2010, CAHSR has made a lot of progress. Environmental review is nearly done. It has consistent annual funding. CAHSR has brought on cost-saving in-house staff - who cut $14B in design costs created by consultants. So why do critics focus on out of date information?

AV boosters' only argument is that these cars are supposedly safer because they can be programmed to follow all the rules. That obviously does not happen. They should not be permitted to operate, end of discussion.

Waymo could tell its cars not to park illegally (or block bike lanes), but that might annoy riders. Want Waymo to follow the law? Either use automatic cameras w/steep fines or make future permits contingent on better behavior.
As an adopted Californian, this is just best practice. If you're meeting up with a Californian tomorrow, you should assume that they are planning to cancel and just haven't texted yet.
