On this day in 1862, Union Brigadier General Jefferson C. Davis fatally shot Union Brigadier General William "Bull" Nelson after (Davis believed) he had been publicly insulted by Nelson. No charges were ever brought against Davis and he went on to command Union troops through the Civil War.

No, you just have to do your best to minimize civilian casualties. There's no requirement that you "observe what you're blowing up" or whatever. Israel can (correctly) point out that no alternative military operation(s) going after these guys would have had less collateral damage.
