Political Consequences of Trade Protection: The Méline Tariff and the Rise of Socialism in France Simon Hix and Alejandro Lopéz Peceño From classical economics, we know that tariffs harm consumers by raising the prices of imported goods and their domestic substitutes, while protecting producers in import-competing sectors. But how do these distributional consequences shape electoral politics? We argue that tariffs can cause political re-alignments by enabling challenger parties to mobilize around distributional conflicts and activate latent cleavages. We test this in the case of the Méline tariff, France’s landmark protectionist reform of 1892. We measure the political effect of the tariff by combining product-level tariff changes, census data on sectoral employment composition, and election results. We find that socialist candidates – the political challengers at the time – gained more votes in places that were most negatively affected by the tariff, at the expense of the incumbent republicans. These results highlight the conditions under which tariffs can reshape existing political conflicts, and points to the importance of trade.

Elites as Democratic Gatekeepers: Theory and Evidence from Norway Studies of democratic backsliding suggest that political elites can, but often fail to, serve as "democratic gatekeepers" by punishing autocratic colleagues to protect democracy. While there is a substantial body of literature examining voters' preferences for democracy and their reactions to democratic violations by elites, we know less about elites' preferences for democratic gatekeeping in contemporary democracies. We develop a theory of democratic gatekeeping among political elites in democracies, examining the practice within and between parties. We test the implications of this theory in pre-registered surveys targeting approximately 8,000 national and local elected representatives and party officials in Norway. Through various experimental approaches, we reveal the gatekeeping preferences of Norwegian political elites when exposed to anti-democratic party colleagues and political parties as potential coalition partners.

Gender Dynamics in Online Deliberation: Evidence from the 2023 Meta Community Forum on AI Chatbots Deliberative mini-publics are currently being employed throughout the world, and it has been well documented that women are less likely to exercise their voice in deliberation. Yet the advent of digital platforms that host discussions online could mitigate this gender gap, and make it easier to test theories about the design of deliberative institutions. Increasing descriptive representation — the number of women in a discussion group — could potentially improve women's frequency of participation and quality of experience; however, we know less about how these dynamics play out in deliberative settings that take place entirely online. Here, we leverage unique data from the 2023 Meta Community Forum on AI Chatbots, which brought together 1,541 people in a Deliberative Polling exercise that took place on a digital platform. Thanks to random assignment, the gender composition of each discussion room varies. We exploit the group composition to estimate how the number of female members in each group affects participation (as measured by speaking frequency and activity during the session), as well as self-reported measures of efficacy and satisfaction with deliberative processes. We find some descriptive evidence of a gender gap, but little to no effects of room composition on participation or evaluation; this has surprising implications for the design of digital deliberation.
