In 1981 Mobutu changed the citizenship laws to deny citizenship to people of Rwandan decent. That move is still playing out today in Rwanda-backed M23's occupation of Eastern Congo. Doing this always bring violence or must be done using violence. Awful. But thankfully unconstitutional.
