You know who did read the grants that are being terminated? At least three experts in the field from around the country read them really carefully, and they and a whole panel of dozens of scientists rated them among the top 10% of applications. Apparently we're funding based on word searches now.

One thing that must be stressed here: Nobody who terminated these grants actually read them. This is boilerplate language. We KNOW that from nature's reporting on the subject: www.nature.com/articles/d41... This language instead is legitimizing a 4Chan-derived whining with the force of law.
