Personally I would love to see AT records to have more fluidity in the permissioned spaces they can flow through, as opposed to the space being the singular pseudo-authority.

The Cato Institute is a conservative libertarian org, so if they're telling you immigrants are not a fiscal problem, it's worth taking it seriously, even if their agenda in the study is ideological.
