Since it keeps coming up. Artists often understand poverty as well as living minimum to wages. They will not take offence by you being open about the fact that their comms are out of your budget.
Please let artists know if they are out of your price range. In the past two months 6 people told me they'd commission me, even send me OC information. But upon learning my prices, they were never heard of again. It's fine if you can't afford it, it's just fair to tell instead of ghosting tho.
