Don’t need anything nearly this drastic. Just need a (small) fraction of a penny tax on every phone call. Redistribute funds back to everyone with a cell phone each year. Costs human calls approximately nothing (relative to cost of human time) but totally changes the economics of spam bots.
My proposed glonzo policy: if your cell carrier lets one AI spam call through to your phone, they give you that month of service free. Two? A year. Would solve this quick.
