My view is that this proposal coming out now cannot be considered in a vacuum. It should be considered a tool to subvert peer review of NIH proposals. The statements in the RFI about impact scores are actually correct- they are imperfect measures. But reporting them maintains transparency.

Important that everyone remembers this lawsuit was brought by faculty association members, not UC. The faculty association had to sue the university to gain access to the DOJ letter.

A few have suggested that some aspects of this mission--joy, international teamwork, diversity--are being played up to stick it to the hateful attitude of the administration. But I don't think it's that. I think it's just that those things are essential to and inseparable from a mission like this.
