As a cultural critic focusing on film, I see a work like Eli Roth's gen AI-powered Ice Cream Man has having more in common with, say, a bluetooth sound bar than a work of cinema. "But is it art?" you say. The answer is that, if you employ such methods of creation, then no, it is not.
