We have appreciated DCA Cozzie's leadership on PSR and are disappointed to hear of his departure. He understood a modern public safety system requires de-escalation and unarmed responses. We expect similar values and community voices to be included in the search for his replacement.
Top Public Safety Leader at the City to Depart Later This Month
Bob Cozzie, the deputy city administrator overseeing the public safety area at the city of Portland, is leaving the city later this month.

Thank you! I'm committed to working with the Mayor, who generally IS a strong supporter of PSR, to get this right.
We appreciate @councilorkanal.bsky.social raising concerns with rhetoric from @mayorkwilson.bsky.social telling Portlanders to call 911 and ask for PSR anytime they see someone experiencing homelessness. This is not PSR's mission & a troubling scope creep that could undermine the program's success.
“PSR likely wouldn’t have been able to respond to this call because it involved a person inside a building, rather than on a street or other publicly-accessible outdoor area.” As PSR expands to 24/7 as promised next year, City leaders should continue to expand where PSR is allowed to respond.
In November, a grand jury declined to indict the Portland Police officers responsible for the death of Damon Lamarr Johnson, who died in June while in their custody.
“The proposed Department of Community Safety would send mental health teams to respond to 911 calls, rather than the police.” @zohrankmamdani.bsky.social you are welcome to come to Portland anytime to learn all about Portland Street Response!

Policies that criminalize poverty are cruel, wasteful investments for addressing homelessness and can make it harder for those living unhoused to access the services they need. It can be a traumatic experience that can cause more of the mental health crises PSR was established to respond to.

When I was elected, I promised East Portland that I would bring their perspectives to everything I did in City Hall. On August 24, I’m bringing some of City Hall in a fun festival that the whole family can enjoy!
PSR's highly skilled first responders – experts is utilizing de-escalation tactics to resolve behavioral health crises – are finally getting the support they deserve from City Hall, which recently proclaimed PSR Appreciation Week. Let us know in the comments: Why do you appreciate PSR?

Marc, as always, with some key insights in his 🧵-> The collective bargaining agreement for the police union has a chokehold on public safety policy in the city.
When people say that Portland Street Response can or can't do certain things without saying why they can't do them, you can probably find the reasons in the 2 page Letter of Agreement for Portland Street Response on pages 91-92 here in the current PPA Contract. www.portland.gov/bhr/employee...
Let’s be clear: it’s the police pushing this false choice between Portland Street Response and law enforcement. No one else is doing that. We've been incredibly clear about the need for a stronger public safety continuum. PSR is saving lives. Why does the PPA keep trying to discredit them? 📰🔗

When City leadership is finally catching up to public demand for an expanded Portland Street Response — it’s unfortunate the Portland Police Association is attacking some of PSR’s biggest champions on Council. Every 911 call does not require a police response, and PSR is part of the solution.

The latest controversy on Councilor Dan Ryan — the only current elected official who has voted against the expansion of Portland Street Response multiple times. We believe District 2 wants to invest more in PSR and less on controversial right wing podcasters.
Councilor Dan Ryan's office had controversial local podcaster Andy Chandler on staff for 3 days before realizing Chandler's personal views were "not in alignment" with that of Ryan and his team. Chandler frequently platforms anti-trans guests and lambasts DEI as racial discrimination.
Today, I joined a Portland Street Response ride-along in District 1 to see firsthand the vital work this team does every day—responding to mental health crises, supporting unhoused neighbors, and offering compassionate care where it’s needed most.
This is phenomenal! 🎉 Portland street response is being made into a co-equal branch of public safety, fully funded and 24/7 city wide response, a community advisory committee, and expansion of covered services. This is critical in reducing the load on fire, ambulance, and police services.
"The Portland City Council approved a resolution Wednesday to strengthen the Portland Street Response (PSR) program. The resolution will support and provide policy guidance to establish PSR as a co-equal branch of the city's modern public safety system."
