"War fever" got so bad that Roosevelt asked the Naval War College for war plans against Japan. This ask prompted the creation of WAR PLAN ORANGE, and the Great White Fleet cruise across the Pacific in 1908. The Pacific War's origins and U.S. plans found some of their roots in CA nativist policy.

The Exclusion Act wasn't the first blunder that raised tensions between Japan and the U.S. The San Francisco School Board segregated Asian students from "white" schools, violating existing treaties with Japan in 1906. Mobs of white Californians attacked Japanese living in CA. Japan was pissed. 1/
