This pup was absolutely not digging in the dirt. Everybody knows that would require a permit. Thinks you have a whole lot of nerve accusing him of breaking municipal laws with no evidence. 12/10 (IG: san_francisco_rott)

a tiny rottweiler puppy sits on a gravel path. he looks up at the camera with red dirt all over his snoot and forehead. we can understand how one could mistake this to mean he was digging a hole, but there aren't even any holes in sight. there is only a black long-haired dachshund sniffing around behind the small puppy. clearly this is an innocent little guy who did absolutely no wrongdoing.
