One way to make your fantasy pantheon feel weirder and more resonant with mythology is to make them more LOCAL. Gods cannot hear you if you're not at their specific shrine. Not all gods are known to you. Their blessings must be discovered. Not all gods are for you. Their worship is proscribed.

Imo, missing and not having a good time with combat in ttrpgs is more related to how silo’d combat is from the rest of the systems, or lack thereof, in the rest of the game. Making conflicts less about doing as much damage as possible, and instead more focused on objectives helps a ton.
