I mean, presumably you could improve competition by regulatory changes at Pearson too. This is what drove me crazy about this debate: an utter refusal to look at counter-factuals like: "and what would happen if you spent all that money to make Pearson better"?

I can't stress enough what a crisis this is. Trump's own intelligence agencies concluded that Iran attacked Minnesota's critical infrastructure and Trump is saying that it's Minnesota's own fault and denying it was Iran. The federal government won't defend blue states in a literal war.

People are always surprised by this. But most government spending is on things that provide measurable benefits to individual households (pensions and other transfers, healthcare, education etc.) and this is mostly funded by taxes paid by households. What should we expect the figure to be?
