this is similar to how for primary education they support drill instructor cram school for public school kids and send their own kids to new age feelgoodery type schools. there's no contradiction there, they want ridgid thoughtless discipline for workers and autonomy and creativity for future rulers

Idk about construction. But in agriculture, there's just an attitude that "we don't need to really worry about that here" because "Well, immigrants don't get heat stress the way 'we' do." : / Not every farm, but a lot of them! So they just give themselves permission to be negligent!
