This isn't as unworkable as you may think. The EU has something like this. The elections for the European Parliament are spread out over several days, with different countries voting on different days. The results may only be published after *all* the polls close.
Unworkable and likely unconstitutional idea: No vote totals shall be announced until the margin of victory for one candidate exceeds all votes remaining to be counted, making it impossible for the opposing candidate to win even if every uncounted vote was for them.

Don't fix SCOTUS. Strip it of appellate jurisdiction & give it to a new court drawn by lot from the whole federal judiciary. Congress has the power to this & there's already a bill in the House to get it done.
