Why have Starmer's Labour been so bad at setting the agenda of public discourse? Two years into a Labour govt and the talking points haven't meaningfully changed from those under the Conservatives. Blair's Labour seemed much better at setting the terms of the debate. I'm genuinely puzzled by this.
