"socially constructed" does not mean there is no basis for a phenomenon in the physical world. it just means how we describe and categorize that thing is not a given and can vary across time and culture. what is life? are viruses alive? how many biological kingdoms? all socially constructed.

anyway, the question being posed is something more akin to "is ADHD defined too broadly, such that everyone gets a diagnosis, treatment, and accommodations even if I don't think they deserve them?" and the answer to *that* is a hearty "fuck you."
