This is way higher than the dollar-a-barrel Iran was demanding in May, after the war. 5-7% is 4-5 bucks a barrel at current prices.

"Making fees voluntary, at least nominally, could be a way out of the impasse, although an implied threat of Iranian attacks could mean shippers would be unlikely to risk transit without paying."
