Its simple; Explodium is clearly a chief component of all the consoles- apparently, a necessary aspect of LCARS displays. Would YOU want to be strapped in when the panel goes boom...? (If the inertial dampeners go out, the belt wouldn't save you- it'd just slice you before you goo'd into the wall.)
