Before this grading thing started taking over, I learned to be wary of any game shop or booth that would re-shrinkwrap games or put them in plastic sleeves. Most, if not all, of these places were doing this to create the illusion of premium and justify charging you extra.

GTA6 is attempting to chase the massive success and cultural capture of GTA5, which was only possible because it came out late in a popular generation and a bunch of people were willing to double dip on the next gen port while consoles and games were still affordable.

So trans women can be legally segregated (and his reasoning isn't limited to sports), but he explicitly says it doesn't apply to trans men in any gendered spaces at all.
