More than this, even. Facts don't come out of nowhere; they are made, and the work of making robust facts is very hard. Historians don't just get primary sources and write down what they say; they have to interpret them. This is where historical facts come from.

Historians arrange+ present those facts (and sometimes withhold others!) in order to support their thesis. They are narrativizing. They present their findings in a specific way to persuade the reader of their POV. This is how a historical figure can appear as a hero in 1 book + a villain in another.
