Ireland's first carbon budget was supposed to be easy to meet while policy geared up to deliver CB2. Even though 2026 EPA Prov. report suggested CB1 achievement, 3 key caveats: 1. Carbon losses due to 2 big storms not include; 2. Sci. updates eased target 3. Electricity imports are zero emissions.
