Another factor here is that across the 2010s there was a real turn in genre cultures toward a liberal politics of representation in which the job of fiction was to endlessly affirm identity (and often, pointedly, not to do much more than that).

W/ a few exceptions (you know who you are!), if fantasy criticism does engage w/ queer culture it's usually online fandom.
