Thus, the AG of Louisiana is threatening to remove the elected officials of one of the Blackest cities in the U.S., and a rare Democrat stronghold in a vastly conservative region, and have the [expletive-filled insults omitted] Republican governor appoint new city government for New Orleans..

And the letters are clear, that by supporting the idea that an election should be held to fill the seat, the AG considers this to violate the state's usurper statutes. Which carry the punishment of forfeiting the elected official's position, to be filled by the governor appointing people into roles.

Anyway, because we ALSO have a state law that says you have to have an election to fill a vacant position, & a newly created office is vacant by default, the city wants to hold an election to fill the consolidated Clerk of Courts instead of just moving the Clerk of Civil Courts person into the role.

(Please note that there are still two court systems, it's just that they are going to magically be handled by one Clerk.) The state eliminated the Orleans Parish Clerk of Criminal Court only AFTER Calvin Duncan won the election last fall.

Why? City claims that b/c the state dissolved the elected office of Clerk of Criminal Court (the job Calvin Duncan won the election for last fall with about 70% of the vote) and is moving that work to a consolidated civil + criminal clerk, that the consolidated clerk role requires a new election.
